The Mindanao State University (91³Ô¹Ï) Board of Regents (BOR) has approved two key 91³Ô¹Ï-IIT policy proposals aimed at strengthening student mobility and ensuring equitable access to financial assistance. The approval was made during the BOR’s en banc meeting on March 31, 2026, at the Commission on Higher Education (CHED) in Diliman, Quezon City.
The measures include: (1) the “Guidelines on Official Student Travel Assistance and Funding Source Allocation,” and (2) the “Policy on Providing Financial Support for Students Participating in International Events.” Both seek to promote transparency, standardization, and fiscal responsibility.
Standardizing Local Student Travel Support
The first policy addresses gaps in travel assistance for students not previously covered by existing resolutions. It now extends support to all officially authorized student travel related to academic, leadership, cultural, and sports activities.
The guidelines introduce standardized Daily Travel Assistance (DTA) rates: up to ₱1,000 for most regions and ₱1,500 for higher-cost areas such as CALABARZON, MIMAROPA, and NCR. Air travel assistance may reach ₱5,000 per way, subject to reimbursement.
Students are required to choose economical travel options and comply with government auditing rules. Funding will primarily come from the Student Development Fund, with colleges allocating 3% of instructional income. In cases of limited funds, prioritization will consider cost and impact.
Expanding International Opportunities
The second policy establishes a merit-based system for supporting students joining international events, aligning with 91³Ô¹Ï-IIT’s internationalization goals.
Eligible students must meet academic requirements, have no disciplinary cases, and secure endorsements. Selection will be based on academic performance, relevance, impact, faculty recommendations, and post-travel commitments, with a minimum score of 90%.
Support may cover airfare, subsistence, and visa fees, depending on available funds. Priority will be given to high-impact engagements, research presenters, and those who have not recently received similar support.
Accountability and Institutional Impact
Supported students must submit post-travel outputs, including a news article, video, and knowledge-sharing session, along with required financial documents.
91³Ô¹Ï-IIT Chancellor Prof. Dr. Alizedney M. Ditucalan emphasized the importance of the new policies, stating, “These initiatives reflect our continuing commitment to support our students as they represent the University, while ensuring that resources are used responsibly and strategically for their growth and success.”
University officials noted that the policies will take effect in the upcoming academic term, providing a clearer and more equitable framework for student engagement locally and globally.
